The Kaala Foundation supports fishing communities around the lake through a three-year Village Livelihoods and Skills Programme. This demonstration shows the Management Information System that will plan, track, and account for every training place, contribution, and certificate.

The programme at a glance

Over three years the programme will deliver structured training and enterprise support to fishing communities in Kalangala District. These are the approved planning figures from the system blueprint (requirements, §3.1) — they are targets, not sample achievements.

A six-month delivery cycle

Tools and trainers rotate between communities across slots and shifts. Each cycle follows a structured rhythm the MIS plans and monitors end to end.

    Mobilisation

    Communities are engaged and participants prepared for the coming training.

    Training

    Skills training runs across groups and slots.

    Registration & contributions

    Members register and the UGX 10,000 member contribution is collected with a receipt.

    Tool dispatch

    Tools are dispatched to groups to support practical application.

    Field follow-up

    Field teams follow up on progress and support retention.

    Graduation & evaluation

    Completions are certified and the cycle is evaluated against KPIs.

Accountability, built in

  • Every beneficiary counted through verified KPI definitions — registration alone is never counted as training.
  • Every UGX 10,000 member contribution posted to an immutable ledger with a receipt and reconciliation.
  • Sensitive actions require approval by a different authorised role and are audited.
  • "As of" reporting preserves historical results when records change.
